 The Government of Singapore has taken schemes to enhance technological entrepreneurship through two programmes.

Governments in other countries like Brazil, India, Romania, Germany have also taken such steps and have launched new technology start-ups in this year to help expand and develop the services in the technology field.

The steps include an incubator supporting start-ups from polytechnic students and alumni and a 10-week programme for research scientists and engineers.

Finance Minister Heng Swee Keat on Monday, September 18 gave the opening address of the second Singapore Week of Innovation and Technology (Switch) and said that the government will persist to grow technopreneurial talent.

At the beginning of the three-day conference at Marina Bay Sands Expo and Convention Centre, Keat said, "Innovation is driven by people".

"Even as we bolster institutional support, we will continue to actively develop technopreneurial talent to drive innovation and enterprise.", Keat further added.

One new project is a polytechnic incubator commenced at Block 71, at Buona Vista's one-north research hub on Monday, named Pollinate.

The incubator is run by Ngee Ann Polytechnic, Singapore Polytechnic and Temasek Polytechnic which will facilitate start-ups to commercialise their products and enlarge their markets. An amount of $1million will be funded by the National Research Foundation(NRF) over three years.

The other initiative is the National LaunchPad which is a 10-week programme for scientists and engineers will train them in technology commercialisation.

Another amount of $8 million will be facilitated by the NRF for over five years to assist their effort, which seeks to train over 1,000 participants and create 300 technologies which can be commercialised.

The NRF's deputy chairman, Mr Heng also declared a new tie-up between the agency and Temasek Holdings, which will function on commercial entities to build and invest in technology start-ups there.

Moreover, the Government will make things convenient for public agencies to work with start-ups by permitting them to issue intellectual property (IP) licences. Public agencies will be allowed to issue both exclusive and non-exclusive licenses, and to issue IP, to industry, in order to reinforce public-private partnership through a new IP Protocol which will be launched shortly.
